Thanks to the HES changes, I've been given a chance to get more familiar with the Social Outrage system. Or I guess the Social Corruption system?

Regardless, I noticed that I can buy things from an "order" style shop without getting arrested, despite having enough SO that I get nabbed the moment I try to buy something with "buy". Specifically, it was the supply shops in the Enchanting and Outfitting societies in Haven (and yes, those are justice zones). So I think "order" isn't including an SO check.
