This has to be an oversight or something. Harps are not wind instruments nor do they have a reed.

It is indeed a harmonica/mouth harp.

Just for reference, here is the recall and look of that particular instrument.

Recall:
The Glythtide's Harp is a free reed instrument played with the mouth. The small reeds are set into a slim case small enough to fit in a vest pocket. For each reed there is a hole through which the harpist draws in air or blows to create sounds on two octaves.

Made from polished silver, the top and bottom cover plate of this instrument has been engraved with frolicking donkeys. The comb has been wrought of kokona reed, while the blow reed plate and the draw reed plate have both been made of sturdy bamboo to allow for a delicate but robust sound.
