<<I've had the Crossing healer refuse to heal an external arm bleeder, but then do so a few hours later.The issue here is the Crossing healer. It is by far the worst out of all the npc healers, and for that reason I never use it unless actually about to die and I can't make it to another one in time. Unless you mean Dokt. I've never had him refuse to heal a fresh wound of any kind, bleeding or no.

Limbs and neck internal scarring appears as paralysis or twitching and won't be healed since they're scars, but internal fresh nerve wounds also appear as paralysis and twitching and
will be healed because they're actually fresh wounds. Nerve scars instead appear as general numbness and difficulty moving, not paralysis. Other body parts don't mention paralysis whether fresh or scars, although scarring does appear as twitching in the early stages, and won't be healed.
