I know there's not a huge player base out here, but are there any hangouts where one might find an on duty empath or a class to listen/teach?

I wouldn't say busy, but the Forge (straight south from the moongate to the Trabe Plateau) at least has a few folks these days.

Otherwise, as Isharon says, from time to time there will be a gathering in the southwest room of the monastery up near Boar Clan, as well as at the Boar Clan gate.
