What's the purpose of shops with nothign?? 05/26/2008 08:02 PM CDT

What is the purpose of having an alchemy shop and a locks and keys shop in Dirge if there's no catalog or items to order?

4 shops in Dirge and only 2 have items...

I asked this question about shops that werent open at simucon 99 and Treveri said something like "atmosphere" or something.
