Is it possible to 'shop around' or to stop being a citizen?

Just found out the citizen building/tent in Shard has an item or two I want, and I can choke down the monthly fee once to get it. After that, though, am I 'stuck' as a Shard citizen?

you pay a fee upon joining as a citizen, and double that fee to renounce citizenship.
