Now that the premium fest is over, any time frame when tinkering will be generally released? Hoping to buy supplies on the mainland and learn techs too please?

One more question, when it comes to crafting, how much skill is too much? When I finally convert my mech into engineering for my tinkerer, I can potentially have 1765 ranks. I know 1750 is the cap, is it worth just putting it all in up to 1750 and not worrying about training it ever again or should I put in less? Does anything require more than say 1400 ranks? 1500? Scary choice so input is welcome!
