It appears the new crafting system is now limited. even with techs you are unable to create high end items out of rare material.
Before enchanting was released you could make Very Difficult item of 15 workability at 1490 ranks of skill you now need 1580 ranks. Which means to make the same item at 5 workability you would need 1810 ranks of skill.
