I'm guessing longer than Kodius had time for? He's also taken some different approaches as he's released disciplines to fix design issues that have cropped up over time, and this may have been a decision that was made for that reason. Only Kodius knows the answer though.

I won't argue that Remedies is one of the hardest crafts at this time, and this is one of the reasons why, but there are multiple sources to get master-crafted bowls and mortars so it's not like there are none available.

Aside from the Beyond the Barrier quest ask around. I found one pretty quickly when I bought my bowl.

I can't remember if all of them are but some of them are. Check out critter loot drops and you'll find mastercrafted mortars and pestles.

All the creature stone mortars and grimy pestles I find these days are mastercrafted. I collected several sets. I wasn't able to dye them though, but I haven't tried lately to see if that's been fixed.

<Grimy Marble Pestles are Masterfully crafted, and I haven't seen a chipped marble mortar dropped anymore since the drop update but it was masterfully crafted, but the stone mortars are decently crafted or something now.

This appears to be a crafting tool and it is in pristine condition.
Used with a pestle to crush and prepare plants into usable herbs.
The workmanship is masterfully-crafted.
Assessing the mortar's durability, you determine it is marginally vulnerable to damage.
This tool appears to be extremely ineffective at increasing crafting speed.
