I'd like to be able to TP a room for a given amount of time such as 1 real life day. Somewhere paper rolls must be obtained and applied by throwing the rolls which comes with a long round time. The decorator can go to jail if accused or a guard enters the room during round time. Perhaps different colors of paper could be obtained. This idea could work, not only for revenge, but to decorate for a party!

Toilet paper rolls were invented in the 1900's - a bit later than our roughly medieval-themed world.
If you forage up a pile of leaves, you're probably closer to what most people would be using for the purpose.

Also worth mentioning that as late as the 1930's toilet paper was actively advertised as 'splinter free', so even after it was introduced there was a...uh...refinement...period.
