Last year, the shared pool for HE games did reduce your chances of a "good" item if you kept playing throughout the day and winning "good" items (it reset daily, though).
I don't recall there any version of that being implemented in the finest box of gems, either as a flat-out system or that some items were of limited volume within the pool. At least in my experiences, GMs were typically up front about that.
Uzmam! The Chairman will NOT be pleased to know you're trying to build outside of approved zones. I'd hate for you to be charged the taxes needed to have this place re-zoned. Head for the manor if you're feeling creative.
