Nope, there are a couple others.

There are pets in the Ilaya Taipa harbor. Stuff you buy for the inside of your home is always found in the easternmost mooring point.

Yup, Ilaya rotates pets. Also, there is a somewhat-hidden shop for pets just south of Fayrin's Rest. And I seem to remember seeing a few exotic pets in fests.
