If you have a house as a premie but then drop down to a regular sub, where do the things in the house go? Are they recoverable?

They are! Part of the home changes that Zadraes made in 2009 are that you can recover inside items using HOME RECLAIM when you get a new home. You can read about it here:

It's only available for homes unhoused AFTER this date in 2009, though. Things on the outside of a home are still lost, if I recall correctly, though.

Absolutely! Furniture is stored until you find a new home and items within the furniture are recoverable. Per HOME HELP 13:

You must maintain your Premium subscription to keep your home. If you let it lapse, even for only a short period, your home can become eligible for reclaiming by the system. If your home is reclaimed, only the physical home will be reset for others to claim. Your furniture and any items attached to the furniture will be saved in case you ever return to claim a new home.

If your home has been reclaimed due to a lapse, and you are unable to return to an eligible status to get a new home, you may use HOME RECLAIM to pull any non-furniture items that were in the home (weapons, armor, etc).
