It was not a festival only shop, despite its classification as such in the wiki. At the wiki also said "This shop can be found inside the Seacaves of Peri'el."

The problem is that when I went there to find it, it's not there now. I was disappointed because I really wanted to put in a vegetable garden on my new house. I hope it is going to come back.

Its not classified as a festival shop on elanthipedia. If it were, it would include that category at the bottom of the page. The term 'festival' being in the info box is simply a limiting quirk of the merchant shop template.

Most of the shops in the seacaves are temporary, albeit longlived, compared to other festival style merchants. Also, it has made at least one reappearance in the past, so it certainly could come back at some point.
