There used to be carved sandalwood fans that taught arcana sold in the premie curio shop. Are they not being sold anymore? If they're not, how is a non-magic user to train arcana?

I thought they were returned when the shop reopened? No comment if they still teach arcana in 3.0 anymore though; I have no data to support or deny that claim.

As I recall, they were broken in some way and removed.

Pre-3.0, these taught arcana by tapping them.

Ok, is there any way, then, for a non-magic user to train arcana OTHER then a class?

The fans are broken in Magic 3, and they were indeed removed from the shop. There are no plans right now to bring them back.

You might check the magic folders for alternatives.
