I recall there was some discussion that there would be a player-specified way to choose which of the new magic skills (augmentation, debilitation, utility, and the other one whose name I can't remember) got what percentage of your PM ranks when grandfathered in. Have the details of that been worked out yet?

In the first blush of DR 3.0 discussion it was mentioned.
It's been killed since then because it was a horrible cthulian nightmare to program and wasn't remotely worth it.
Adding nothing to the conversation since 1834.
