The per-skillset bonus pools - do they award their bonus exp while filling your mind states, or while draining them?

Ie. the difference between swinging your sword and gaining 100 normal + 100 bonus bits of mindstate; or draining 100 bits of mindstate and gaining 100 normal bits and 100 bonus bits of earned rank.
