this seems to be only an issue in test, not plat. It seems when i was copied over from plat, i lost my alternate prep as a necro, and had to talk to the NPC again.

<I had thought I had reached a DO threshold for casting USOL in TEST in urremtier's hunting grounds under ratha <considered a justice zone> when i started casting using a foul phrase, but after typing prep and comparing with my char platside - this was not the case. So I self diagnosed the bug correctly.

Also, being as BOLT no longer is a spell in 3.0, the messaging he tells you is now out of date.
