PV still doesn't seem like it's doing anything except making the target stand still. It doesn't seem to be giving any sort of defensive debuff, or at least not one that is noticeable compared to what we're getting in prime right now. Would someone please look at it and make sure it's doing what it's supposed to do? Compared to 2.0 PV, 3.0 PV seems much more like 2.0 VS atm.
