You recognize that the staff is a ritual focus. It's a tool that assists in harnessing the mana required to cast ritual spells, if it is invoked while the spell is being prepared.
In particular, this directly assists in harnessing mana. When activated, the staff will accumulate energy from mana streams that pass through it, stored within a core of specially enchanted cambrinth. The enchantment is designed for fluid discharge rather than lifespan, so the magician must skillfully direct the spell energy within moments of reaching the desired charge.
The mana manipulation done through ritual foci are crude and often sharply limited by the design of the enchantment. Most ritual foci are limited to being useful only to a specific book of magic, though foci designed with incredible skill can be more broadly useful. No known ritual focus is fine enough to work at a level above the blunt strokes of empowering a ritual, much to the relief of their users' job security.

By charging the runestone with mana, or otherwise invoking it, it will produce the framework of the spell pattern that has been carved into it. While the spell will not function in this state, it serves as a guide to allow magicians to prepare spells they do not know.
Runestones function due to the presence of hollows and channels in a mass of mana-resisting material. The resistance causes carefully harnessed mana to avoid the mass entirely, saturating the hollow components instead. Naturally occurring runestones, though freakishly rare, may have been the source of mankind's first spells. Today, runestones are often constructed by carefully carving and bonding together multiple layers of mana-resistant wood or rock, or through sand casting mana-resistant metal.

CHARGE and INVOKE do the same thing with a runestone.

This looks like a bug in the small iron box.

All of these are fixed, except the CHARGE and INVOKE are intended to do the same thing.
