1: I would be careful comparing IF to mana. They are deliberately different systems. IF can be replenished in different ways than mana. I don't think the GMs want to just reflavor 'mana as IF' for barbs. So don't expect the normal mana rules to apply or even be precedent.
2: Chakrel. Seriously. Per Kodius, High grade Chakrel is intended to have this effect. Auction or expensive quest items. High tier. They aren't going to go 'ok pay 50$ for this item you can find in the random bin thanks'. They have to keep it rare to increase demand.
