You'll get a full reset when we turn on spell choosing, which will be a couple weeks after 3.1 releases. The reason behind this is that a lot of spells are changing substantially, so we want to give people a chance to figure out what the spells do before choosing them all again. After a few weeks, there should be knowledge that can be spread about a given spell (in-character and via epedia) that should be sufficient for making an educated choice.
