First, I thought being CCed was supposed to block a maneuver. I managed to land an Impale while webbed. It also messaged like Cleave, for some reason:

Second, there seems to be a shield messaging issue. Note the missing word at the end of the hit line. I got this with Palmstrike too, so I don't think it's anything about Impale:
