thats why communication is important. even in conflictual situation, having *respect" for the other player is the key-word here.
such things as -
whisper person "OOC hey, i have to go to work in 15 minutes, can we continue this tomorrow?"
or "OOC person "I'm uncomfortable with this situation, can you aim me at whateveraim?"
having respect for other people behind the character is the antithethesis of someone out just to grief others, and will mean more people will want to play along with you in the future.

Absolutely, you should have respect for the person RPing with you and respect any OOC desires they express as long as they act consistent with their stated desires.
Sometimes bad things are going to happen to one or the other party, though, and someone is not going to like it. In those situations you shouldn't be open to a retaliatory report because a situation that was ok with them suddenly became not ok.
And sometimes people don't interact in good faith.

*An in character purpose defined: Someone you have provoked in any way at any time, from the lowest slur to first degree murder, even through their relations. |
I think harassment should have to be something that is happening persistently, despite recorded attempts by the harass-ee to indicate to the other party that they are not interested in interacting with the harasser. (Warn interact or warn harassment would be a good way to indicate this, if people could manage to use them correctly.)
What one person thinks is harassment another person thinks is a good reason to kill someone, and anyway most of that stuff is impossible to track, resulting in a he-said, she-said, first-person-to-report-wins sort of scenario.

That's not a productive solution, really. People have been doing that and we're exploring ways to take the next step toward a system that works more smoothly and requires players to be more more honest about their preferences while protecting both sides.

Doing away with consent and relying on harassment policy has been suggested. The problem is that NOBODY can define where the line is drawn so it's almost impossible to protect the interests of players who aren't into shrugging off "just a little abuse".

You would expect wrong.
And there will still be a consult, but it's simply more likely that it will be ruled in your favor, if the GM is inclined.
Now I understand why it's done like this. I understand why guarded does not have its own codeified set of policies. There are flaws with this arrangement, but all in all it's superior to the alternative, which is simply handing people another set of rules to game.

You really cant say guarded = more RP over Open players.
Example.

Does Player A need to know he is going to be ambushed by Player B?

Honestly folks.. PAFO, and keep a list. If you're in a position where lockout can occur.. maybe stick to the open folks for 6 months or however long.
I'd be willing to bet someone somewhere has started a list of baiter/reporter. All the "spirit of PvP" people can get together and do their own.
Do something, besides beat these infintesimal atomic particles that were once a dead horse.. at this point the horse is gone.

There is a point where having respect for the other player to continue the conflict or stop is in your control. I suspect that every person will have different levels of holding back.
