Errant idea I had while talking to Isharon about festival and quest gems.

Expand PROTECT COIN with a GEM option.
PROTECT GEM
* Flags a single gem item with a tag
* Flagged gems cannot be placed into gem pouches, even if untied. This prevents a need to edit gem pouches to scan for flagged gems inside it. Honestly, if you're saving special gems, put them in something else.
* Flagged gems cannot be sold (SELL) to a NPC. This prevents selling them while spamming your "get emerald;sell emerald to appraiser" nonsense, because yes, there are so many people that do not wait on traders.
* Update to Appraisal to denote that an item is protected.
* Update to gem appraisal npc to include a refusal to purchase.
* Update to gem pouches to refuse any flagged gems.
* Update to STOW to treat PROTECTed gems as non-gems for stowing purposes when STORE GEM is set.

And of course a PROTECT GEM STOP to unflag a gem.
* Include a confirmation to this.
