for Fill, removing the restriction that target container has to be empty would be handy.
especially if you get a sack from fest or repair shop.
maybe make the warning about container might not be able to hold all contents be more exact. it will fill if everything will fit.
or anything that doesn't fit either stays in sack / drops to your feet.
