This is likely the case.
Some stackers are very very specific about what they stack. Not sure if it's still the case (hopefully not?), but potency crystal/infuser stone stackers used to require you to not recall them, because that would flag the item in some way that would make them not match up with the way it had to get stacked.
Uzmam! The Chairman will NOT be pleased to know you're trying to build outside of approved zones. I'd hate for you to be charged the taxes needed to have this place re-zoned. Head for the manor if you're feeling creative.
