Can you give a specific example? I'm not sure stat changes over the years have been changed as dramatically as you are suggesting. Strength and Stamina if anything post 3.0 were buffed (very slightly) not nerfed. It was added to a few contests later and has become more functional, especially if you are a barbarian, but to be fair Strength was always relatively important for barbarians.
I just don't see any compelling argument being made for a race change, and a respec. Simply saying "because" isn't a reason.

I've made several posts. So no, I can't/won't repeat them for you. I'm also not going to waste hours going through the wiki to compare 10-20 years of changes, most of which are not logged or are sideways noted. Mostly because I don't think it matters. You've made up your mind and you're just looking for reasons to justify it.

Beyond the fact that most races have now had their "unique" factor diminished save stat modifications, I also admittedly have difficulty feeling sympathetic toward people who rolled up race X because "well stats A and B are dumb so I'm going to ignore them using the race that would have to pay the most in them anyway."
If Charisma suddenly started to matter in combat, I could see there being an opportunity to maybe respec some stats into charisma, but I don't think people should be able to jump to race X because they suddenly like Charisma more.
Uzmam! The Chairman will NOT be pleased to know you're trying to build outside of approved zones. I'd hate for you to be charged the taxes needed to have this place re-zoned. Head for the manor if you're feeling creative.

I admit to choosing my races almost entirely based on stat allocation. Take my main character, this empath, for example. I rolled him up in 2001. Thematically, I wanted to go with an animal race. S'kra, Rakash, or Pyrdaen. Then I looked at the stats. As the primary thing I do in DR is gain experience to open up options to do more things, immediately ruled out anything with a penalty to intel and wis. That cut out half of my options. As I was going to be an empath, I thought I would need a lot of stamina. So dwarf was the last option left. So long as experience gain is coupled to stats by such a large degree, I don't see how I would ever change that mentality.
I doubt we'll ever see experience decoupled from stats, but it's a shame that some of the more interesting races are off the table (for me) due to my stat preferences.

Discipline did not always used to be nearly as important for Thieves.
Charisma used to be far, far more useful in general in certain stat contests, particularly WvW on the offensive side, which made it possible to balance out the discipline hit on certain races for certain situations.
I mean, I think minmaxers need to go into the thing knowing that optimal never remains optimal forever personally, but there have definitely been some changes that would make me regret certain race choices, particularly Elves or Halflings.

For what it's worth, I'm with Isharon on stats being tied to race. It would be a little jarring to me to encounter Gor'Togs who bragged about their intellect, etc.
As far as a complete race-and-stat respec, I'm honestly not sure how I feel. On the one hand I agree that I wouldn't want people to level up with the "easy" race (or the high mentals one) and then switch to another one. On the other hand, I can't imagine it would be that common or really strongly affect most people in any way. Yet I also can't see there being a strong reason to devote development to it.
A long time ago I suggested racial "advantages and disadvantages" that could be bought to give each race more mechanical and RP options. Personally I still think this would be fun and might be a way to allow people to customize their race choices without a complete respec.

Race "shift" would be amazing. Let's people play the as the race they want to roleplay rather then making a sacrifice to either play a race with worse stat placement for their guild, or selecting a race they wouldn't enjoy roleplaying as much.
Personally I originally rolled as a halfling for my character, which fit the name and concept perfectly but I found the encumbrance too punitive back then (they had a racial penalty at the time) so I rerolled and played human for 10+ years. Recently(ish) the racial penalty was lifted, I certainly regret not staying a halfling and being able to be shifted back (even cosmetically) would be fantastic.

Race change would be great, but not at $70.
I have played for years, and have learned that some races are more suited for certain guilds than others.
Not knowing at the time to do more research into them to see if there are any drawbacks.

This would be a tremendously good change but would, once again, leave human characters in the lurch.

true. if humans were to stay with no bonus, but that can be changed.
they could have charisma bonus and some others.
