I know the buff cap is 20%, but I've always assumed once a skill reaches 1750 base ranks that you cannot buff it any higher. But some think you can still buff a capped skill an additional 20%, up to 2100 effective ranks. That sounds suspicious to me, so I was wondering if anyone can tell me which is the absolute effective cap?

2100 sounds weird because it gives the system wiggle room in the event something slips through the cracks and manages to buff a skill outside of the 20% rule. There's no absolute cap in the game as much as a "once the number passes this point stuff starts to break and crazy things can happen, sometimes to the detriment of the player's own functionality."

Skills at the skill cap are still buffable to 2100. That's why they're capped at the equally weird number 1750. 2100 itself is a sort of an arbitrary "safe" number below the absolute maxium (likely something on the order of 2147, I don't think anyone has ever confirmed or denied that for NDA reasons), after which DR-as-written probably runs out of bits to store your exp pool and integer hilarity occurs.
If you'd like a redpost, I'm not sure there ever was one! But there was this note about prediction caps being updated which is handily archived on elanthipedia (all hail):

I can also offer the following evidence:
Attunement: 1716
Without buff:
>You reach out with your senses and hear brilliant streams (17/21) of harmonious Elemental mana coursing through the area.
With buff (same room, 30 seconds later):
>You reach out with your senses and hear glaring streams (19/21) of harmonious Elemental mana coursing through the area.
So either 34 ranks was enough to raise the room mana by 2 levels, or the buff took me beyond 1750.
Attunement: 1716
Without buff:

My recollection is that there was a GM post that indicated you boost up to ~2100. Of course, I don't know where that post is, but that's what I recall.

This comment by Raesh isn't explicit, but it does seem reasonably clear. It's a big deal actually.
The reason I asked is because casting Aura Sight is an Astrology and Attunement buff, which helps in navigating (astrogating?) the astral plane. I was about to take Aura Sight out of my astral travel script since I have 1750 in both Astrology and Attunement, and I didn't think it was helping anymore. I only posted here on a lark, and I'm glad I did. I learned something useful.
My assumption that everything chopped off at 1750 regardless was based really on the old, "If something sounds too good to be true, it probably is." Glad to find out I was wrong.

Way back in the years before 3.0 Socharis (I believe it was him since he was in charge of updating EXP for the 3.0 conversion) confirmed that the reason they set the skill cap at 1750 was to give room for buffs to work and not run into the problems that arise once you go higher than DR's engine can handle. I couldn't tell you where that post was since it has probably been 5 years or more and has probably disappeared.
A related story that I remember from back during the time before 3.0 when there were no skill caps is that a player in TF (Helen? Helena? I can't remember for sure) was nearing the skill rank that the engine cut off at (2147 is close if it isn't exactly it) and the GMs let her go over to see what happened. I don't know if they ever let us know exactly what happened to the character, but the general idea was that it rolled over into negative ranks.

My understanding is that this is the reason there are global caps.

I'll run some numbers for this. I suppose I had assumed that spell buffs don't stack but things like align and feats do stack with buffs. Perhaps this was just wishful thinking.
