Mostly because forums are taken as written law by most people, so not many GMs are cleared to post things about huge sweeping policy/rule changes, and Solomon is loathe to post about them before he's both made up his mind and acted on them?
Try emailing billing or feedback or someone, they might be able to work with you in a private setting as opposed to hanging the laundry out here on the boards.
Not trying to say they'll bend or break policy for you, but that's usually going to be more helpful than throwing down a boards post. Even if a GM reads it, unless you're really lucky or someone escalates it for you, there's not much going to happen.
Unless you're me, and I seem to be able to really, really, make people angry. Which doesn't really help with the helping thing.
