I've noticed when you create a character, they start with the right amount of hours available in their rested exp pot, but have nothing stored to start with.

It seems a bit of a kick in the teeth for someone starting, to encourage them to logout for 8 hours to build up a rested exp pot.

Couldn't we build something in that a new character starts with all pots full?

I makes sense for sub'ed chars to want the battery (Rested EXP stored) to be fully charged. However, for new players to the game, whether F2P or subscribers, there are so many things to try to learn and get used to. Rested EXP shouldn't be one of them at first, IMO. I can support either way though.
