I usually see the construction "Is vote now," if its the same grammatical construction.

I haven't read any recent scholarship on it, but if I had to hazard a guess it might come into English from Japanese English-language learners, who commonly mistake the English placeholder "it" as a meaningless default particle of the kind you can optionally delete in Japanese.
