I don't think it's a circle issue with trolls. Character is currently 19th circle with combats in the 50s and 60s, so it should be just in the right range. This was the specific room if that matters:

[Journalai Route, Rolling Hills]
The Route continues to the east and west, while to the north you notice a dirt path that looks to have been tread by the passage of feet, not the passage of wagons. A trickling stream passes over the road, leaving mud and muck in its wake as it vanishes into the grasses of the surrounding hillside.
Obvious paths: north, east, west.

I should note that this is in the first area past the barricade, and not the second area by the gas pits which hasn't ever had spawn issues when I've gone there. That area is less than ideal, however, because the gas pits knock down and poison you unless you're over-levelled a bit.

Might want to try past the rockslide, four rooms that hardly anyone goes into and have never had an issue with spawns after the initial arrival of them when hunting in that range.
