So, assuming I don't have access to the monster-awesome pavise shield, and my new character is distinctly antisocial, what's the best I could do as far as store bought shields, for a Paladin?

The best store bought large shield I could find, regularly available, looks to be...the kit shield in Theren.

Typically no. Store bought stuff caps out below forged, period. Annual fest might come up to equal forged gear (usually does) and/or might have special verbs/looks, but no mechanical bonuses most of the time. Guild fest's auction (being free) usually has forged+ quality without going as full bore awesome as the HE fest.
