Using normal metals 18 stone scimitar has reasonable balance.

If you want a balanced ME, go with a forged rapier.
I believe they go up to excellently balanced.

What sort of damage do you get with that excellent balanced rapier?
Separate question... Would it be more damaging to use a l/f/n e/d moonblade or a mod slice reasonably balanced scimitar?

Assuming you can land hits with the scimitar, it should do significantly more damage except in special circumstances.
