Does offhand work similar to melee mastery where the weapon skill is sort of an average of the two? And if offhand is greater than the melee weapon, does the average work in the player's favor or simply stop at the weapon's skill? So, 100 off hand, 50 small edged--is that effectively 50 small edged or 75?

I believe it used to work this way, but maybe it doesn't. Or maybe I believe wrong.

Per elanthipedia:
Offhand attacks are a two skill contest, using 70% of your Offhand skill and 30% of the appropriate weapon skill. Likewise, the experience gained from attacking this way is also distributed 70/30.

However, the hybrid amount of skill used to attack will never exceed the user's normal weapon skill. While skill with the weapon can partially compensate for lack of offhand skill, expertise with offhand does nothing if you lack the skill with the weapon.

So I guess I'm stuck in this awkward place where I have more skill in offhand than any melee weapon, so those ranks are simply unused in any combat contest.

The experience is no longer distributed 70/30. It's 100/100, per uh, Socharis? IIRC. From my observations, this seems to be the case.
