Very shortly a fix will go in that "WILL FOR SURE" exempt justice from the thieves guild in Crossing and surrounding passages like it should be. Sorry about that Wonn.

Also, Home areas in Crossing will be subject to the justice system. Stealing from the beggar/vet..etc..etc there will no longer mean free coins. If you are caught stealing from someone in those areas, you can be accused. (maybe)
