Would a GM be able to clarify if the bonus absorb stuff for low ranks still exists?

I have a distinct memory of a GM post saying that the increased absorption bonus for low ranks was fully removed. I can't seem to find that post anymore. The only thing that I and others have been able to find is a post from 2015 from saying the rates for terts had been lowered to 25 ranks.
