i get the warmage TM teaching perk, umm when does this starT? can any warmie teach TM in combat? or is it skill based?

As the other fellow said, any Warrior Mage has the ability to teach TM in combat once they join the guild.

A couple of caveats.
Like any skill, you can only teach someone with at least one rank less in the skill than you have.
I am not totally positive, but it seems to me from past experience that it may be that non-WMs may not be able to keep listening in combat, just like trying to listen to any other non-combat skill in combat.

If you say so. ::shrug::

My feeble memory just insists that I was teaching TM to someone, a creature advanced to melee on the person I was teaching, and the class ended because my student (not a WM) couldn't maintain their concentration on the class.

Unfortunately, while I know this occurred fairly recently (long since the change allowing WMs to teach TM in combat), I can't place either the exact date or the name of the character I was teaching at the time.

Any non-WM volunteer willing to go hunting in sand sprites with me in order to test this out?

The trick to teaching TM in combat, is to start teaching after your students are engaged in combat, it's always worked that way for me, even with non WM teaching it.

The Prydaen word for Woman is Yif.

I'm too busy guarding our ultra-powerful ability to use stealing as one of our circling survivals anyways.

The Prydaen word for Woman is Yif.
That explains a lot.
