Try moving down the hunting ladder a rung or two until you can bring your stealth up to Endrus Serpents. Stealth usually teaches a little further than combats. Since Endrus Serpents swarm so readily you're working against all that perception and multi-opponent penalty.
Give us a little more information if that doesn't work. Are you F2P (are you restricted to Zoluren)? Do you have access to +Disc (Discipline will help you stealth)? Are you using POACH (if you have a ranged weapon)? Have you tried removing armor accessories (try removing non-torso pieces of armor including and up to your shield for the length of time it takes to lock stealth and then put them back on)? Do you have enough Light Thrown skill to land a THROW DIRT attack to debuff your target's perception temporarily or native abilities to debuff perception?
