You can't do it by RPA's.
I mean, I always roleplay. I'm very rarely ooc and that is only in whispers. I enjoy Rping. But, I do not have many RPA's. Two in fact. If you are willing to have a third option, you can't use rpas or a manual system, mainly because neither can be accurate and the manual would take too long. Maybe a rumor system thats just hard or long to get to, making only more avid people go for it. Any way, none of those options would work. Put your thinking cap on for another try.

I wish I would have known about the rumor system earlier, just found out about it today. I doubt many people realize its out there.
