My understanding is that, as a ranger, I am able to permanently learn life magic spells from the empath guild. Is this correct?

I have recently received a refresh scroll, but reading it only tells me I can temporarily memorize it. After Studying it, I get the message that it is impossible to fully decipher.

So, if I am able to permanently learn all non-signature life magic, at what point will I be able to permanently learn refresh?

To clarify, it also doesn't contest or even teach Sorcery since you're not casting cross mana spells. It will contest your primary magic and supplemental magic skill depending on the spell you cast.
