I think it's because it uses the CAST verb. It'd be nice if this could be fixed.

Humming while fishing is more logical than most of the things people do while they hum... Like juggle...

Bards can fish while humming since the cast mechanics for bards are enabled to work while the bard sings an enchante.

Can't throw the fish back though.
